I don’t doubt your experience. However, my experience was the opposite. The process was well underway with private communications to an applicant with log# provided; only months later did the log # post online. I can’t explain why.

Unless it says you can’t, assume that you can. In some cases I have seen a lottery state that existing owners in that same building are not allowed to enter the lottery.
