There is veterans preference - think they have filled most/all of them already though, that's why the list didn't move at all last year, they were doing veterans first.

How many units per year do you think the list will move? About 1 to 2 a month? So, maybe 20 a year? That's what I'm guessing. Anyone else on the list wanna guess?
