As one stated previously on this subject, Cuomo is not only running for re-election this year as governor but with an almost certain eye towards the 2016 WH race. Leaving aside his "gay marriage" push (something in common with several other Democratic governors considering a WH run as well), Mr. Cuomo will need a larger platform that will appeal to the party's liberal/left base as well as others such as women. Making pre-K universal in NYS and funding it without raising taxes can add one notch to the governor's belt.

Question. If this is being funded without raising taxes,where is the money coming from?Is there some kind of secret untapped fund just lying around somewhere that they are going to use?

Does anyone actually believe the bs about it getting done without raising taxes ?

Welcome to the wonderful world of NYS's budget process where not even elected local representatives know want is in a budget until weeks afterwards. This however will not stop them from voting in favour of the thing slapped before them often with <24hours to review. Long as "member items" and other goodies are doled out that is all anyone really cares about.

The very sad and disgusting truth is that NYS senate and assembly elected officers have little to fear from whatever come out of any budget deal. Once elected incumbents are usually safe in their seats for life unless death or prison take them away.

It will just come out of the budget from other programs, which some are bloated to begin with so it depends on which ones.

Yeah, but screwing public schools and following through on the privatization of our public school system won't help him.
