I agree that excessive standardized testing just leads to bad rote teaching/learning and probably doesn't really help development but you can't get rid of testing altogether. While some aspects of learning are creative and can't be measured directly through testing, sometimes you just need to straight-up measure somebody's knowledge of material. Especially in math and the sciences.
Everybody has their own opinion on things, but it seems to me that a very good change could be made in education if more low-performance kids repeated grades. Better to fail and get a good grade the next time then for standards to be lowered so kids can squeak by with a C-, which will not only NOT get the barely-passing student anywhere, it also does a real disservice to the kids who do better (and really, the middle and top kids shouldn't be held back by a few kids at the bottom). If they removed the stigma from repeating things, I think we could see some eventual improvement.
I don't think anyone wants to completely eliminate testing. It's just that there's greater recognition how excessive reliance on testing harms students and teachers across the board.
With that said holding kids back has its own problems. Some kids are simply unable to perform well and if teachers see them seriously trying they tend to pass them. Holding back a kid who is never going to do well academically is not going to help the school, the teacher, or the kid. Such a person may not be cut out for college, and it's best to let them graduate and get whatever job they can.
Kids who fail in school tend to build up anger and are much more likely to act out criminally, and in your scenario you just made things worse for the teachers and other students by holding back holding back a new class of problem students.

Failing leads to crappy jobs and lack of opportunity. I think most of the kids that flunk out of school are pretty happy to be smoking weed with their buddies on the corner instead of having to show up for class every day

Wikipedia simplifies things, but there is much greater detail and information on the school to prison pipeline. Zero tolerance (and that includes just failing kids) tends to push kids out of school, and those with the lack of opportunity are much more likely to end up in prison AND end up with committing various kinds of violent crime.

This is funny. They're arguing that African Americans and other students of "color" don't have a fair chance? No, you mean Blacks and Latinos. Asians are people of color, and they don't seem to have this issue of being denied a fair opportunity. When will they take responsibility for their own community? It's one thing to cry discrimination and another to admit that education is not valued in certain ethnic groups. That's the real problem here. If "Shaniqua" has three or four kids, she's likely too busy to give a damn about making sure that all of them do their homework or study for exams, and "Jerome" doesn't care about doing his homework because he thinks hanging out and playing basketball will be his ticket to success and cares too much about how his peers will view if he does actually try to be a productive student. Until such attitudes change, these lawsuits won't accomplish anything but lower standards.

To tell you the truth if I got accepted into a phd program at a top university in NYC, I would get paid 30k or less to teach or to do research while completing my phd. Adjuncts with PhDs don't get paid much better. Someone from the hood could get a job in sanitation or as a janitor and make considerably more money. People who do well in school don't always do better. And look at all the trashy people of any race who well in reality tv. The Kardashians are Paris Hilton are good examples.
