It's true, and so do white people. They love them too much for them to be illegal. Weed is the biggest drugs, and it's use is as common as cigarettes or booze. It's the rare person in minority communities who hasn't done weed at least once, and this of course is pretty true of white communities as well.

Well damn. Are we realy that rare? I do have a number of friends who have never smoked weed in their life. It is certainly not a popular pastime or have as much appeal to many.

Feds have almost limitless funds for jailing people on drug offenses while the cities and states have limited budgets to deal with providing jails. Jailing people in NY is not cheap, even if they do charge criminals with a lot of bills most criminals don't ever pay it off and remain in debt. This is why most criminals work cash jobs because they don't want to pay for their jail stay debt.
NY/CA typically inmates around, once you served a good portion they will release quicker to make room for new inmates while the Feds do not have the problem they can relocate you around the country if you're serving mandatory sentences.

The Feds go after major traffickers, especially people bring stuff into the country or over state boundaries in large numbers. Feds don't go after street dealers, as they don't have the jurisdiction or the resources. Constitutionally the federal government has the right to regulate interstate commerce or international commerce, but has no right to regulate strictly local businesses.
