the hiring freeze is an outgrowth of the PEG (program to eliminate the gap). The mayor placed a PEG in February citywide requiring city agencies to come up with cost saving measures - most agencies decided to go the hiring freeze route. The freeze basically doesn't mean there will be no new hires ... just that the hiring process will take longer. The most noticeable difference will be that those coming off of a list the agencies will run them through OMB twice instead of once for the salaryline. My understanding is from friends at OMB what was essentially a page of questions for candidates has turned into a few pages of questions that must be answered for those getting hired.
Most agencies deferred FY19 cuts requests to FY20 which means for those in the hiring process it just will take longer to get a start date. You can see what the PEG/hiring freeze numbers are for every agency down to the units at the city council website. I took a look at it and it looks like DOE will take a hit, and sadly social services will take a bit of a hit for FY20. the PEG is in effect until 2021 or a given agency meets its cuts.
No freeze seems to be taking place at the DOE. I became a civil service employee over two weeks ago and got paid last Friday.
Yes, there's a freeze at DOE and again the freeze is not of the variety that there's no hiring going on .... it just means there's a few more hurdles to overcome in the hiring process.
I got hired through the customer information representative exam. I temped at the DOE as a clerical assistant for over two years and once I received the hiring pool letter, I brought it to my supervisor. I'm still doing the same work, but with benefits such as paid holidays, sick time, and vacation .

i was told yesterday that a class would be going in "soon". Dont ask me what the means, i dont know. What I do know is, when PD calls, there is no two weeks notice.....you go. Either you want the job..."or nah". Please be dressed in business attire and on time. I suggest you bring your own food. Not many places to eat in the immediate vicinity and the cafeteria is EXPENSIVE.
