That is what the media stated. Also, if you watched the video there was a man stated " you have to let him go. my wife is ex-military. you are going to kill him now!"
Another guy in the video said "once they defecate you have to let go" etc. Penny was being advised to let go by other passengers.
I recommend reading the interview of the guy who took the video.
I read the interview, it doesn't mention anything about 15 minutes. Furthermore, reading the witness account, I highly doubt all of that took 15 minutes. Sounds like it was all over in about 5 minutes tops. By the witness own account, he started strangling as they were already arriving to the train stop.
I haven't seen the full length video though, all I've seen is maybe like a 30 second snippet.

Go to the 1st post on this thread. Various media outlets have stated 15 mins, 6 mins, several minutes, etc. A properly applied chokehold can render someone unconscious in under 20 seconds.

No one was hurt on that train. Why isn’t that celebrated ?
No one got slashed or robbed. Working people got to their destination.
No one should have to fear for themselves while someone has a mental episode on a train.

The facts are that the guy did something dumb. Mistakes do happen and this one happened to kill someone. On the other hand, it exposes the complete malfeasance of the city in not controlling the mentally ill Population and essentially forcing everyday NYCers to take matters into their own hands.
Much will depend on the makeup of the jury. There is no way the average white, Asian, third world immigrant, etc. would vote to give this guy anything more than a few months in prison. He’s obviously guilty of manslaughter in technical sense but he’s also a victim of the circumstances that NYC has created surrounding letting the mentally ill run wild in NYC.

I like how you added the word essentially. Like this guy didn't have a choice. Look if the city is too scary for people they should leave instead of whining about things that are not in their control. If people don't have enough money to move then who's fault is that.
