You're right. Corruption in NYS and NYC occurs on a wider scale, not just a few cops here and there. You've got the public-sector unions and their lobbyists basically writing the budget every year in Albany.

Not to be confused with the widespread corruption of the unions up north. All small towns have corruption doesn't matter what state it is in.

Those are in every state too. Then the aspects of corparate welfare that also adds to this. Interestingly that occurs probably more in the South in terms of paying for projects and so forth. There's nothing wrong with corporate welfare at a state level if that is what its citizens want, because those citizens will end up paying it. What's bad is when there is corporate welfare at a national level where it can become more corrupt and dissociated from what the people want.

Corporate welfare (aka "incentives" for companies to move to those areas) is why the south has plenty of growth in manufacturing jobs like Toyota in KY, Mercedes Benz in AL, Kia in GA, BMW in SC and a new Boeing aircraft plant in SC.

When was the last time upstate had a big manufacturing expansion? NY could do better than its flawed empire zone program to bring manufacturing and jobs back to upstate.

NY has tried to do similar things with the Empire Zone program, but unfortunately fell short

You also have to realise that the south is not in a death grip from unions. In the case of the auto makers the plants are able to produce the cars at a lower cost per worker and the workers are receiving a good salary/benifits.

As for your article, did you read this?:
If you also look at other articles, manufacturing is generally leaving the country, let alone Upstate NY. So, Upstate NY needs to innovate and create new industries like it's trying to do with energy and green technology.

Also, the point is at what point is it going to be too much for the people in those states to pay for that corporate welfare? Heck, as the other link showed, many of those states have the highest percentages of people not even paying their taxes. So, eventually it is going to become more of a burden on the people of those states.

While that might be case now, after a while many Southern states are probably going to be looking at the same thing in terms of unions and like the article is eluding to, the cost of business will eventually catch up with those states. Even now, the cost of living difference between many Southern metros and metros in the Midwest and much of the Northeast is very slim, if there is a difference at all.

Then, with unemployment rates being lower in many Northeastern metros, it could even things out or could bring some people back, especially if governments can implement some of the plans they have to cut costs. http://www.bls.gov/web/metro/laummtrk.htm

Why? No one is repealing those right-to-work laws in the south. The only thing that might hurt those states would be if Obama passes the union card check bill that affects the whole country. That isn't happening, especially with republicans in the house now.
