If I needed a guy to make a phone call for me and there were no guys available to do that, this COULD be an alternative. It's nice to have options.
No neighbors?

I would use this occasion as a wake-up call to line up some reliable "proxies" in your life so you don't have to hire the guy working at the local convenience store to make phone calls for you.
The best suggestion here has been to write "Not at this address" and put it back in the mail. But I seriously doubt you will hear from him again.

This is almost comical.
You do NOT need a man to make this call. You need a man sometimes if, for example, you're going to your ex-
boyfriend's apartment to get your stuff.
Mail that leaves prison is thoroughly screened, and they have "do not contact" lists for offenders.
One call from you, this man will not send you another letter. And you will have made a pre-emptive strike that leaves a paper trail if in the future you need to get a restraining order.
This is not the time to hunker down in fear. This is the time to stand up, be strong, and assert your right to not be harassed by an incarcerated man. Hunkering down in fear is a reaction that's extremely attractive to abusers.
Ignore it. Don't do anything to call attention to yourself. The guy is most likely writing to others as well. If the guy writes again, have a male relative or acquaintance call the prison to stop the inmate from sending this unwanted mail to his wife.
