I just read this is a thing. Who is paying for it?
You are on a roll! I'll give you credit for that. My question would be who is selling to them? Why are these companies attempting to appeal to younger people? But what I think you have an issue with is teens having an allowance. Some do. Some don't. Some work. Some don't. Who is paying for it? The middle school kids vaping, but they aren't mature enough yet to know it.
It is hard for middle schoolers to work, except for babysitting, lawn mowing, stuff like that. Basically, the parents are paying for the vaping, one way or another.
My son knows a boy in the 8th grade who has a substantial allowance. He was trying to get several of the older teens he knows to buy him a Juul or the cartridges that go in it. They all looked at him like he was crazy and said no way.
We really didn't allow our kids to have large sums of money or go very many places unsupervised at that age other than the movies and maybe an hour or two at the mall... we have been called overprotective, but you know, our pre-teens did not have the opportunity to get into trouble. They're older now (15 and 17) and we still need to know where they are going. Obviously we don't keep quite-as-close tabs on my older child now, since he will be a legal adult in a matter of months. But I'm an advocate of supervising children up until the early teens and keeping an eye on what middle and late teenagers are doing.
I'm also disappointed (but not surprised) that these have been marketed to teenagers.

No - I have no issue with kids or teens having an allowance.
I just sincerely wonder how kids who don't work (any kid who does not work for whatever reason - too young, or just doesn't work) - how they finance certain things.
I understand that most parents don't want to think about these things (from reading the responses to my questions about certain things) - but SOME kids/teens are doing certain things that cost money and someone is directly or indirectly paying for these things. It's just a simple a+b=c scenario.
If you are not a parent who is contributing to these things, there would be no need to comment, other than to wonder yourselves how this is happening.

Kids have found ways to smoke for generations. I'm not in the mood to look up supporting evidence but I feel confident that middle schoolers smoke less today than 50 years ago. Who was paying for it then?
A couple of years ago (or more) the CDC put out a study about smoking and vaping, but mostly vaping, and coming down hard on the practice. Part of their argument was how it was so bad for young people.
Here's the thing. It's illegal to sell any kind of smoking devices to anyone under 18.
Any vaping establishment is stupid that doesn't card people entering their establishment. The fines would put them out of business. And from the vaping stores I've seen...it looks like they're on a thin profit margin as it is.
If middle schoolers are vaping, they're getting it from an older sibling, or stealing from their parents. They're not buying them.
The vaping store I go to sometimes has a sign on the door saying only 18+ allowed in its doors.
Honestly, I can't understand why these questions are causing parents to be so defensive. If your kid isn't vaping or doing other stuff that involves $, why aren't you just curious about the kids that are doing it?
