As I earlier posted, existing laws satisfactorily keep smoke out of my face, that's all I care about.
People can smoke outdoors--if you choose not to go outdoors, I'm sure you'll be fine. Otherwise you have no recourse--the cop would laugh in your face if you tried to tell him the law.
There's enforcement when I do something that isn't against the law, and no enforcement when I do something that is against the law--but rational.
So what's the point again?
As it applies to you walking the streets? Don't know. As it applies to freeing non-smokers from the noxious fumes of cigarettes while they eat their dinner in a restaurant, or fly in an airplane, or shop in a store, or sit in a classroom, or work in an office, or attend a meeting, etc - being able to breathe smoke free air.
If you don't like smoke--then don't go to those places.
I've often suggested that they should open places specifically for smokers and for non-smokers, and see which ones survive. Majority rule...or really, the profits rule.

Depends. Some localities prohibit smoking in restaurants - indoors and out. For myself, I don't sit outdoors, if there are smokers present. I live in S. Florida, where it's too hot for outdoor dining most of the time, so indoors is the preferred place to eat.

The problem I have with majority rules, besides that it flys in the face of everything the USA stands for, is that often the majority is a bunch of idiots.
As it stands, I wouldn't go into a smoke shop and complain about the smoke. Or into anyones home. Or anywhere outside or just walking down the street...unless there were butts all over and then I'd complain about the litter.

Really? So nonsmokers should avoid....essentially, every place where people gather? Fortunately, the laws do not agree with you....

Actually, a democracy doesn't mean that the minority runs roughshod over the majority.
