The truth is Obama could stop the "off-shoring" right now by doing exactly what President Bush did with steel imports in 20022002 United States steel tariff - Wikipedia, the free encyclopediaand he doesn't need congress to do it. Put a tariff on Chinese imported goods and two things will happen; we will get into a trade war and prices you and I pay will skyrocket.

He already put a tariff on tires made in China, so our costs for tires will go up.
Obama's bumper-sticker synopsis of the off-shoring phenomena is 180 degrees opposite of what the central problem actually is.
In America, we punish companies for hiring Americans for jobs in America. We should simply stop the punishment. The economy would embark on a massive recovery, with plenty of jobs.
In Obamaland, however, it makes more sense to dream up more punishment, heap larger burdens on the backs of employers, lecture and hector and warn them that the beatings will continue until morale (and hiring) improves.
Hopefully, a crushing electoral defeat in just a few days will chasten this ignorant, arrogant, counter-productive approach to handling the most powerful economic engine in the history of the world.

The corporate tax breaks that American corporations get for outsourcing are far greater than in European countries, which is why they don't outsource much.
Dennis Donovan, a veteran corporate-relocation consultant, said many legal and engineering firms already have outsourced routine work overseas, and he sees a bigger wave of offshoring by the burgeoning healthcare industry. At the same time, he sees fewer companies moving overseas strictly on the basis of cost.
Obama wants to keep chasing American Jobs overseas, and the Republicans can't stop him......yet.
