Burning a flag that one has legal custody of (meaning they own the thing or have permission from the owner) is not against the law and SCOTUS says it is a protected act of free speech.

if the flag in on the university property isn't it part of government property? If this is the case, he or whomever did the act broke the law. Breaking the law is a crime.
I am unsure of the person's history. THe report says he is a dual citizen of hte US and Columbia. Is that by birth, or was he granted US citizenship?
If he was granted US citizenship, it should be revolked. Granting of citizenship to a non-native born person (yes, with certain exceptions) is a privilage. Burning the US flag in protest of the death of a mass murderer is more than a suitable reason to revolk that privilage.
