Nita, there appear to be 2 different converstions going on.
1. Flags in general and our treatment of them...
2. This one flag that was owned by Louisiana State University and then illegally burned by an individaul.
In both cases, there is no "you cant burn the flag law" that applies.
In the second case, there is "you cannot burn other peoples property" law that does apply.
