Not sure you can blame any Govt for a Natural Disaster.
Not sure the people who were raped and killed in the Stadium or had their shops looted could blame the Govt.
Pretty sure the people there now who's areas have not been put back together since 2005 CAN blame BOTH Govts.

Great. Another wannabe fluid mechanics engineer. Flooding them is a lot cheaper than flooding the chemical plants, petro-chemical plants and oil refineries in Louisiana/Mississippi at the mouth of the Gulf.
