This is government being manipulated by big business IMO.
If you want to know the background on why corn syrup is in just about every processed food, see "Food, Inc." You may never buy fast food or food packaged in a box again.
As someone that knows Chicago and how it operates very well....it's actually highly unlikely that big business is doing this.
For example, they've kept walmart out of Chicago for a loooooong time and even now they only have minimal presence.
What you are seeing is local business in partnership with the corrupt city government keeping out people to protect their family business, union donors, the mob and other assorted cronies.
Go open up a rival boat taxi business and you will be inspected like crazy and if you pass those then someone might gun you down if you persist.
When there were 10-20 deaths in a deck collapse a decade or more ago the inspector was the 19yo son of a politically powerful guy who skipped to the head of the hiring list for the job. They then claimed the deck was never inspected and had no permits (which disappeared) but the builder had kept their copies.
This gal could be operating a towing business instead of making icecream and they'd hassle her out of business just the same unless her uncle was Dailey etc.
Hey guys - for those of you who are focusing this on Chicago, please give me a break, ok? I read the entire article that OP posted, and while the lead story was about a small entrepeneur who is getting it stuck to her by the cities Dept of Health, the article goes on to cite examples of this same type of thing going on nationwide.
This thread is in P&OC - not Chicago, and the article puts the outrage in the context of a national trend, so maybe you can see why it may not be obvious that this is supposed to be a Chicago topic.

The connection from Monsanto to Obama is that Obama is the current POTUS. The only potential POTUS not in Monsanto's pocket is the only candidate openly warning us about Monsanto and the other Corporate Interests who own our politicians.

I don't think it is unreasonable government intrusion to try to assure that the public (and children) is protected from bacteria levels in their ice cream.
The theme of this thread is "the government is oppressive" but when reviewing the actual facts it's clear the rules are reasonable for the purpose of protecting public health.
In addition, the thread title is outright false. Nobody is FORCING this business to use less healthy ingredients but the ingredient used must be below a certain bacteria level. Oh heavens, this business owner's liberties and freedom to manufacture bacteria laden ice cream are being trampled!
