Ignoring the strange exception of this OP's example, do you really think that charity hospitals actually absorb the cost of free medical care?

"free medical care" is passed on to the rest of the "consumers" in higher prices and higher insurance premiums.
So in effect WE HAVE A DE FACTO NATIONAL HEALTH INSURANCE PLAN except not everyone contributes to keep it up.
1st implement the "mandate" then go after the cost structure just like MA is doing at the present time.
start making people pay for their so called "free health care" instead of passing the costs on to everyone else.
