Governor Moonbeam is doing precisely what he did during his first two terms as Governor of California, spending the State into oblivion. It was precisely because of Governor Moonbeam that California passed Prop 13. Obviously Californians have very short memories. They deserve to live in a bankrupt State, after all, it is exactly what they wanted by electing yet another socialist as Governor.

CA is like the rest of the nation they see debt as harmless.
they think crazy spending is ok as long as its not out of their pocket.
high 5 and low 6 figure public servant salaries would cease to exist, if tax payers actually had to pay for them.
if subcontracted ------
firemen in shorts would cease to grin when they group shop at smart n final on the clock.
cops would be much harder for criminals to sue
teachers would be much easier to fire.
---and they would all get paid much much less

Why would we want to have teachers that are easy to fire? Working in a system in which I have no tenure, I quickly realize that I'm at the whims of parents that have no freaking clue about education and methodology.

The reason for tenure is because parents should not have so much clout as to get a teacher fired if their child is doing poorly in class.

Public servants are not grossly overpaid.

Yes that is the argument the public is too ignorant to govern
yes the argument $$ 120000 fireman sitting idle in the station or shopping at smart n final is underpaid and over worked and u really need a 1/4 mile $4000 ride to the ER in a firetruck.
yes it takes six 100k cops to arrest 1 four dollar shoplifter
as to teachers unions they use their clout not to get rid of gangbanger kids and their rotten parents, they use their clout to maintain the status quo and are therefore part of the evil unsafe disfunctional system called K12.
u r right subcontracting will cause more turnover and more mobility. parents will have to pick the school with the least turnover aka most stable then parents will stop blaming teachers and start blaming themselves and their rotten kids.
if teachers are subcontracted mobility becomes high. schools then will get blamed for bad performance instead of teachers then schools will be forced to turn away gang bang kids and their rotten parents from attending. law suits yes but lets bring the fight to where it belongs not on the backs of the teachers and the children.

None of my neighbors make 100k a year as cops. Nor firemen. Nor teachers. I'll tell them right away that they are grossly overpaid making an average of roughly 50k a year. Wow, living the high life! You don't typically hear of people becoming police officers, firemen, or teachers because of the great pay!

Possibly what you proposed would be a good idea.
No - rates don't matter by themselves. What matters is how much you spend each year. It is easy to say Texas has high property taxes. We have higher than average rates (typically 2.5%). But because of lower property values, the actual expense is only slightly higher than CA.

One of the best characteristics of property taxes in most parts of the US is that the money is spent locally. It isn't spent all over the state. So legislators can't just tax people far away. If you don't like how the county, city, or school district spends money it is easier to react and implement change.

Maybe someday these idiots will actually reduce the size and power of government and the control they have over our lives. How much could you reduce LE if drugs, alcohol, prostitution and gambling were legal? Oh, but that would reduce government power to control the people so it will never happen. They would prefer to quit maintaining parks and libraries.

That is only partially true. Here in Texas, school property taxes collected in more wealthy districts are sent all over the state to poorer districts. My district only retains 50% of the school taxes we pay.
