If true - great response from this lady - and a reminder that while Washington State may be liberal - it still values self defense and the right to keep and bear arms.
It is also only one of two states to have hanging as an option for capital punishment (the other being New Hampshire) and it has carried out two hangngs within the past 20 years.
That is sad - and I do look forward to the day that my two home states - California and Washington - abolish the death penalty.
If, as you propose, the Flasher had made a grab for either the woman or the child that would be sufficient violence to justify SHOOTING him not just brandishing a gun and threatening him. You do not pull a gun on people that are annoying or embarrassing you. You pull a gun on assailants and nothing else. Guns are not threat weapons. They are for shooting and killing in self defense.
Some guy running around naked does not justify her response even if a child was present.

use of force
if a person feels in threat for themselves or they believe that someone else is being threatened, they have the authority to shoot. you just have to be able to justify the shooting.
While I applaud her actions, it's a good way to get arrested, especially in WA state. She better be able to justify fear for her life or unavoidable grave bodily harm.
BTW, it's a "magazine", not a clip (two different things)...and what kind of fool would carry a self defense weapon without having it loaded?

At worst, it's a grey area. The assailant was obviously unstable, or at least not "right in the head". Assuming he was within 7 yards (not specified in the story), he was an immediate threat, due to disparity of force/strength. She did the right thing by giving a verbal command to stop. This would be a good one to talk with a concealled carry trainer in her state about. It's always easy to second guess someone in this kind of situation. Honestly, who knew exactly what the criminal planned? Maybe he was just intending to flash the kid (which makes him a sexual predator) or maybe he was going further.
The presence and use of the gun (without even firing) stopped the threat. Add this to the 600,000+ times per year firearms are used to stop crimes against a person. And perhaps this will make the perp decide to give up on flashing for entertainment, and keep others from being a victim.
BTW, not a bad little LCP that she carries.
