That is a correct spelling of the word, and the school provided Vice President Quayle with materials that had it spelled that way.
The school's spelling was incorrect and VP Quayle should have realized this. But being on the spot I can understand why he didn't question it.
What is concerning, however, is that after this well documented mishap, you (and others, possibly) sincerely feel that "potatoe" is the correct spelling.
Apart from a quote from the spin article where you sourced that idea, can you find a legitimate educational source that it was an "accepted spelling through the 19th century"? Nothing about that in an online etymology dictionary:
