The US has extremely good cancer treatment, but your dad only qualifies for medicaid. Most doctors won't touch medicaid though, so I don't know the odds of getting good cancer treatment on medicaid. Charities can help with the plane ticket, my last ticket to Russia was only $1,000. I think the Norway consulate can even help with a plane ticket.
