I understand that reading probably doesn't interest you and that having a single focus, you probably would not be open to learning anything other than the dear leader has spoken, but if you ever want to actually learn a little something, I would recommend "Liberty and Tyranny" to be followed by "Ameritopia". I will warn you however, that reading them may actually make you think. Have a dictionary near as I am relatively sure you will need it.

Did you even read the article? He was on duty and at an official event.
I worked for the federal government in a uniformed capacity once upon a time - absolutely no reading materials of any sort that weren't job related if we were on the clock (and no political crap at work). I imagine the policy is the same for a guy work in such a visible position.

But you've shown you bias. You have shown you support for different classes of soldiers depending on what they do.
Regardless of your personal prejudice, there is no difference on how someone should act or be treated for their rank.
He is if it is text only and the title has no sexual overtones. If it has pictures that others can see and be offended by, then he can't.
I'll cede here because the issue is effect on others so cover and title are important. But, I do think reading pornography in any form while on duty would be a no-no.

The original poster had no interest in debate but rather expressing his opinion which is what I did in return as well.... Now what is the purpose of your response?
The twitter is more problematic, and it depends on how they the factor in that it was a re-tweet, rather than his own tweet. Notice how he has stated that the twitter incident showed a lapse in judgment on his part. But.... it does not rise above the "letter of reprimand" level. He is not going to lose stripes, military members do not lose all their rights when they put on a uniform. Like I said, worst case scenario, he is "encouraged" to quietly retire. Which, by the way, I think should happen.
They are going to factor in the retweet as his own words because of two reasons. First, most people think a retweet is an endorsement of a tweet. Second, it doesn't matter, they want to nail him.
But worse I think is his tweet announcing the party mixed in with politics. If it's a troop event then that's a problem. If it was off base with a few select buddies might be difference. It might come as a surprise to him that there may be homosexuals in the music business.
But the reason I think they are going to go for more than an LOR (and why would you lawyer up for that?) is because he's a spokesperson for the Army. There's now the quandary of him up front at a concert singing a song and dance number with the possibility that a number of the audience is going to know about the incident. And who knows if protests are going to break out outside venues in his support.
He's high profile as a recruitment tool and even more so because he made it so.
