The decision to not insure is the only financially responsible way to go. No publicly traded insurer will step in. One incident would equal a huge backlash and devaluation of their stock.

A lot of school districts are self insured... This could be an avenue for Kansas to explore..
Good luck with self insuring janitors and teachers with guns, can't wait for the school board to take on that elephant in the corner, do you have any idea what a lawsuit would cost. Picture a school with 100 teachers, imagine accidentally misfiring a gun or leaving it in the wrong place, happens all the time with supposed experts what district or insurance company is willing. All about risk management.
IF you don't see any potential problem in arming a bunch of schoolteachers, then I can't help you.

Arming a bunch of underpaid, overstressed, government employees. What could possibly go wrong?
We already do it with police, the DHS, the FBI, etc etc etc.
