He would probably opt to identify as a "black Hispanic"
And Hispanic means Spanish so yes you can be White Hispanic and many people who have native american and/or African blood opts to identify as "White Hispanic" and it matters little to most people since most people do not consider "Hispanics" in America white anyway.
As for Obama being a "white african american", "whiteness" is based on exclusion from the "non-white races", so he isn't considered white, rather he's considered black with some European heritage.

Hispanic is an ethnicity, not a race. There are white hispanics, black hispanics, mestizo hispanics, etc. Cameron Diaz is a white hispanic.

As some people here are someone of saying, Hispanic/Latino/a is not a race. Because he is white he is white Hispanic. If he were half black and half Latino he'd be afro-latino.
Obama is half white and half black because both of those are races although most would call him black due to the color of his skin.
Whites, for the most part, seem to be an exclusionary bunch. You cannot be labeled white unless you're full white. If a person is a mixture of white and some other race then other race is usually used as a signifier to distinguish that person as separate from whiteness. A half white half Asian would be seen as Asian. A half white half Latino/a would be seen as Latino/a. And, as is the case with Obama, a half white half black would be considered black.
So is he white or Hispanic? I'm confused because you can get free money for school and preferential admission if you are Hispanic, but not white.
