You negotiate before a bill becomes law, you negotiate by passing other bills after they become law via other bills. You don't negotiate by shutting the government down if we don't get what we want.

An aside buried towards the end of this column would seem to suggest that the answer is yes:

And Republicans won the US House in 2010 in large measure on opposition to the law. By your logic, they too are doing exactly what they should. Where does that leave us?
