One of the first rules I learned about business negotiations is you don't demonize the other party you are negotiating with. The bullies in this administration and Harry Reid especially specialize in a level of nastiness that guarantees little will be accomplished.

you may also not be aware the Boenher and Reid had come to an agreement in principle on the HOR budget prososal.

Democracy is fine when it is done- as we set it up- ACA is a LAW and you deal with it properly on the FLOOR when you want to discuss it's aspects of it. You do not withold payroll from the American workers when the folks in charge do not agree,,,- NO company, corporation or small business ever NOT pay their employees when they argue in the board room... Had the gov't employees walked OUT, then is a different story, but this is bad business and I do not expect these leaders to ever get it right for this country. They can't follow simple rules. It is called RULE of LAW. Do it right, not on personal or factions agendas! The GOP have failed the American people, have lost face and deflated the government worker's trust.

There is no budget that has been signed by the president. That is why we are having CR's.
If we had a budget, we would not need CR's, unless the budget the president sign was not a balanced budget.

The majority of American agree that most Congressional Republicans are working towards self-interests, so no OP, that is not how it is supposed to work. They are using procedural rules to further personal agendas. Ted Cruz is the perfcet example of how he used the system to further his personal ambitions. He will never be POTUS, but the attention and support he garnered from people that are ignorant, will at least get him a book deal and TV appearances. He filled the Palin void and is taking full advantage of it.

Even when the dems controlled both houses of congress, Reid refused to pass a federal budget out of the senate, and just passed a continuing resolution, which continues the 2009 insanely high emergency spending levels.

The only ones negotiating are the Republicans. The repubs want to reduce federal spending and eliminate waste. Reid and Obama refuse to negotiate on any spending reductions, preferring to demonize Republicans for any proposals for reduced spending.

Each year, since they took back the House, they have been sending bi-partisan federal budget bills to the senate. Each year the senate refuses to even bring them up for a vote, and the repubs negotiate with the dems, and give them another CR.
