IMO the person who reported the two small children in a car in Arizona in the sun did the right thing. About the only further accommodation I'd make--and this person may well have made it--would have been two watch and wait perhaps five minutes before reporting it. If the mother wasn't back in five minutes, then clearly she wasn't on a "five minute errand," and there would be no way for me to know if it hadn't already been an extended time and would yet be an extended time. So for sure, after five minutes I'd call it in myself.
That said, I also think it's a mistake to conclude from that incident alone that the woman should be put into prison or that she should never again have custody of her children. Those conclusions require considerably more evidence and thought with the understanding that the best outcome is a rehabilitated parent (rehabilitated in multiple ways) taking care of her own children.
A few points, she was homeless with a 2 year old and a 6 month old, she left them in the car because she had nobody to watch them. who was going to watch them while she worked? The children are better off and if she is looking for a job she is too, after she is on her feet she can get her kids back.
