It's actually a great idea. If you've ever been on the Seattle waterfront, you know an elevated four-lane hi way runs right over the top of it. When finished (and it WILL get finished), Seattle will have a terrific new ped-friendly waterfront. Just like San Francisco, which tore down an earthquake-damaged freeway to open up its waterfront years ago.

Red states like Lousiana have great infrastructure, they never get caught in a debacle.
So you have no idea why they are digging a tunnel, the different options that they looked at before picking this option, or anything at all about this project other than it is a boring machine that currently is stalled. Taxpayer invariably comes out on the short end in these wrestling matches. After all the contractor would not have gotten the job in the first place had they not been connected.

There will be litigation, Taxpayers will be on the hook for one side of that, at minimum. Which side will win is sheer guesswork, but the usual result is that the taxpayer gets reamed. It is rarely the case that the sheep eats the wolf.

Only in liberal land does the sheep eat the wolf. It is a wonderful land where everyone is happy and gets along and nobody has to work unless they want and they dance every night and worship the trees. Great country if you can get there. They haven't found it yet.

There's been plenty of government military projects that were not "cost plus" where the company involved was forced to swallow cost overruns. Boeing has swallowed such costs several times. The KC-46A contract is a prime example.
