You said collapsed tunnel, and this topic isn't about a collapsed tunnel, thus I asked what tunnel you were referring to.
This tunnel will be for a highway, not a high speed rail line. If you read the OP link, you might have known that.

How many public roads in the US 'work just fine'? They almost all operate at a deficit each year and are in such a state of disrepair that many of them have been judged unsafe to drive on (especially those elevated roads sometimes called bridges :-P )
I suspect that the devil is in the details here. If you look at a state like CA or IL, they are traditionally economically successful, have turned deep blue in recent decades, and now face terrible deficit problems. They might still be wealthier than a typical red state, but are headed in the wrong direction.

Yes, if you look back 30+ years you DO see there were Democratic governors/senators/reps in the mix - and most of those were at the BEGINNING of that period when Democrats were the Conservatives of the South. Heck in Loiusiana, governor Buddy Romer served the first half of his term as a Democrat then changed parties and was a Republican when he ended his term. Mississippi had a single-term Governor ONCE since 1992. That doesn't make it somehow PURPLE.
Regarding California, their current budget calls for a SURPLUS, so, apparently California's budget problems have been resolved, so, no, they are NOT "headed in the wrong direction".
