Tell you what....take your family for a stroll through North Philly one weekend night in the summer.
Comparing those areas I listed to North Philly is like comparing rural Minnesota to the Appalachian areas of Kentucky. It does not make any sense. And it only shows a certain degree of vitriol on your part.

And furthermore, Bowie,MD and Missouri City,TX are not North Philly. There is a big difference. North Philly is a ghetto. Bowie and Missouri City are middle to middle upper class areas. Big difference. I wouldn't go through a stroll in NP at night. I know it's a ghetto. I would give it a go in Missouri City or Bowie.

Again, can you refute anything that I have said?

Talking down on them and telling them "you're a problem" isn't going to work either. Making stupid assumptions does not work either. Establishing common ground is more likely to get some success. However, I don't see anyone trying that.

This seems to be the major question no one wants to answer.

Only 27% of black people are in poverty but 46% of black children are in poverty.

Where did you get that statistic?

It is easier for some people just to blame it on skin color rather than addressing the real issues.

All too easy. While the statistics say that 50 percent of murders in the USA are Black on Black, no one seems to consider why. Why are so many neighborhoods that are majority Black rife with crime? Or even better, why are middle-upper class areas that are predominantly Black(such as Bowie,Md and Missouri City,Tx) have low crime rates?

That number seems extremely high. According to USCB, the poverty rate for black children was 38.2% in 2010.
