As is painfully evident from many of the responses in this thread, there is some large segment of the population that honestly believes that poor people do not deserve to live in areas that have good schools, safe streets and reasonably priced grocery stores. They would rather they stay in their place so that their children can be forever branded as "thugs" by virtue of their address.
The same people that bemoan non-assimilation on the part of recent immigrants do not want poor American citizens to assimilate into middle-class society.
Oh, they'll talk a good game about how people need to pull themselves up by their bootstraps and get off welfare but they will block those aspirations at every turn by shutting them out of the opportunities that would help them to do so.
As evidenced by the quote above, they don't really believe that change is possible.
And, it's so important to have someone, somewhere to look down on.

And no number of calls to the county can get anyone out to eyeball it and take action.

Because that would prove something to a random anonymous person on the internet? No thank you, I would rather live close to my family than worry about what color my neighbors are. Though I am sure that would stop people pushing their fear mongering about the black and brown poor people because that is what is actually going on here and nothing else.

I'm sure you do want to live close to your family, because you probably live in your parents' basement. But people who own a home, and are watching after their property values, and are sending kids to the local public schools won't want anything to do this policy that Obama is cooking up here. So how many "fair housing" units are there in your neighborhood?
the last few years I lived in a particular neighborhood they began placing scattered site housing families nearby... the city mowed the grass. The kids were trouble makers.. Years later I dated a woman who had a scattered site house next door in a middle class neighborhood.. they egged her house, taunted constantly and the whole family was just a general Pain In The Ass.. She was a lefty so she refused to acknowlege the real problem. She moved shortly after. Her property value certainly plummeted... The old saying is true

If a non ghetto person is in a ghetto and poor, then they need to earn their way out and not use tax payer's money to just move all the ghetto people unearned into non-ghetto areas to ruin. And being poor does not a violent and crime ridden ghetto make. Ghetto is largely based on heritable traits.
Man, with all the affirmative action/outcome and special financial aide to non-whites, there's no excuse for them to not do at least as well as the average European or Asian, who have to compete with the best and have no real protections.

Ghetto largely comes from inherited behavioral traits and lack of intelligence, resourcefulness and orderliness. I have relatives that lived during the depression in greater poverty than the ghetto people today. You didn't even have to lock your doors and even though some people were going hungry they would not even steal, let alone the crimes, violence and capers well fed and welfared ghetto poor people do nowadays.
