Why is it socially acceptable for men to be shirtless but not women? (death, racist)

At what point in time and where was it decided that men can be shirtless but women can't? And trust me, there are many men in this country that are in more serious need of upper chest support than some women. Both men and women have nipples, why is it that since women have more rounded breasts they ought to be covered up, and it's considered "nudity" if they aren't?
O know. I have seen men with bigger breasts than some women, and some women with smaller breast than me.
It is not against the law to go topless, if men are allowed to go topless....
SC has ruled that, right here in Texas.
Before the 1930s it was illegal in this country for men to be shirtless as well.
I think within the next generation we will be ready in America to start talking about public nudity and what is acceptable. I think by 2050 we will at least have female shirtlessness legalized if not full nudity for both sexes.
Link? I have a few relatives who were born in the 20's and often went shirtless and shoeless. In fact back then 'skinny dipping' was very common in the summertime. You weren't supposed to be seen by the opposite sex doing this, but it was not uncommon for that rule to be accidentally broken. What could get you arrested and convicted as a 'sex offender' today was just an accepted part of life back then.
Why would any women want to show their boobs in public in front of other men, women and children?! Seriously people lost their morality, respect and no shame.

Our issues with nudity are completely a construct of our society. Morality has nothing to do with it. And public nudity happens all the time in gym locker rooms all over the country. No issues with respect or shame involved.
