At what point in time and where was it decided that men can be shirtless but women can't? And trust me, there are many men in this country that are in more serious need of upper chest support than some women. Both men and women have nipples, why is it that since women have more rounded breasts they ought to be covered up, and it's considered "nudity" if they aren't?

Can't say it doesn't happen. Of course women aren't as obvious when they're checking guys out as guys are when they're checking women out.
I want to know why Progressives are pushing for laws that encourage people to act regressively. Wearing clothes to cover your sexual organs has been a natural part of human culture for thousands of years, spanning nearly every culture across the earth.
Normal people value some degree of modesty. Its human nature.
I think it is just the fact that it is illegal for women but legal for men. Women could be ticketed or arrested for being topless in public while men would not be. I dont think women really want to go about topless. I know I don't, but if I for whatever reason was topless I don't think I should be arrested for it.
