Why couldn't they talk the girl down until she was compliant? Why would they escalate such a minor infraction by calling in a cop for a student they obviously knew had issues adjusting to a foster home?

Because … Again … Teachers and administrator too often these days receive insufficient support from the community, including (especially) the parents, who too often side with their defiant disruptive little darling over against the Big Bad Authorities …
