The number of 99.9 percent is based on an average between all human populations. Between more divergent groups, the similarity is not as high. More closely related groups will share more genes in common than groups who have diverged from one another long ago. This is basic biology and would be true even if there weren't admixture from archaic species. But there is admixture so the differences are even higher than we would find just from genetic drift and selection alone.

The only thing someone needs to do to dispel IQ myth is visit Mongolia, once then visit rural China were hundred millions are living on less than a dollar a day then visit a Mathcounts competition were the "IQ of eighty" Indians are competing with the East Asians and obliterating everyone else. Or visit Sierre Leone and Ireland which apparently have the same IQ. Or you can visit the NE Asians of Russia who are supposed to have the highest IQ because all the "dumb" ones died in extreme conditions. You could also visit Qatar and the D.R.C both countries with immense resources and see how people with the same IQ managed each of their countries.
Or you could read about how education and society can vastly raise IQ in just one or two generations - if they WANT TO.

Asians in general have a high IQ (and so do Jews) - which is programmed into the DNA due to their ancient cultures. Learning does not start or stop with each generation.
The ability to be brutal has ended up trumping IQ in a lot of cases. Also, there is little reason for the majority of any population to be high IQ - we only need X people to build rockets, program. etc.
In fact, my guess is that Ben Carson does not have a high IQ (and is a brain surgeon) .....if he does, he certainly has the narrowest focus of any smart individual I've ever listened to.

There is a lot more to it.....but we don't win any prizes when we pooh-pooh everything and say "oh, well, we are all the same now and nothing we have come up with matters much".....
Indians have math in their DNA and/or pre programmed into their neural pathways. Why would we, the human race, think people are so different than dogs. That is, we have observed tendencies in animals that are passed on and we have the same.
I don't know of any international IQ testing, where the same test is used in all countries.
In PISA rankings Finland does clearly better than Sweden and Norway, which kind of shows that it has more to do with cultural differences than with genetics as the Scandinavians are very close genetically.

This comes back to that you don't need EVERYONE to be smart, you just need a country that understands that even a small amount of smart people can advance a society or accomplish the impossible quickly.
It stands to reason that most innovation will eventually come out of Asia due to both internal intelligence BUT, more importantly the programs to assure that this flower is watered.

Russians seem to be some of the best liars (KGB, False News, etc.) in the world. It must be that when your IQ fails you, a population gets good at faking. I watch a lot of Russian Made movies and TV shows and they seem to revel in their ability to figure out lies, treason, etc.

But whites and blacks aren't anywhere near the most divergent groups. Khoisan and Australoid seem to be the most divergent group from the mean, with Australoid apparently being the most divergent from Africans. Even then I doubt you could find a human that shared only 99.8% of his genes with another human.
It destroys the fairy tale that we are all the same that a large part of left-wing politics is reliant upon. If we aren't the same, it means that biology might explain a variety of social issues that have previously been blamed on environment. And that means that social programs are probably pointless since a social program can't change genetics.

I didn't say we are all the same, my point was IQ may correlate with developed societies but is certainly not the cause of developed society. Also IQ calculations are B.S, have you looked up how they got the IQ for most of Africa? How Richard Lynn got his average African IQ of 70?
