When they need some, they activate "SELECTIVE SERVICE," instead of all the militia.

(1) all able-bodied citizens of the United States and all other able-bodied persons who have declared their intention to become citizens of the United States, residing within this Commonwealth, who are at least 17 years six months of age and, except as hereinafter provided, not more than 55 years of age

17 to 55 years of age!

Pre-1820 requirements acted as a filter on the quality and character of citizens, and public servants they elected.
__ Land owner or of other valuable property
__ Paid taxes
__ Performed mandatory civic duties, inc. militia duty
__ Held to a higher standard of behavior ("mala prohibita")

In short, they had to be propertied, tax paying, and dutiful. And with the prospect of militia duty (18-50 in that era), cowards need not apply. No one could vote on how to spend the public funds, without first paying their share. Hopefully, those with civic virtue, courage and honor would not tolerate infiltration by cowards, scoundrels and predators.

Under the Republican Form, pursuant to the Declaration, Americans had Creator endowed rights to life, liberty, and the pursuit of happiness (euphemism for owning property). The sovereign people absolutely owned their private property, but did not pay taxes if they exercised no government privilege, had no mandatory duties to perform, and were not bound to obey those laws that did not secure the rights of an injured party and only applied to those persons liable. No servant government could enact a law that would impair any endowment (private right), and any such law was inapplicable to the sovereign people.

Of course, those who consented to be governed (subject citizens), surrendered their endowment for civil and political privileges (voting and holding office), otherwise the mandatory duties would be a violation of their sacred right to life, liberty and property. In America, no one can be “born a subject citizen” when all men are “born equal” (not subjects of another).

Actually, no. The president can call up state militias. Who is a member of the militia of their state depends on the laws of their state.

I like the idea, but rather than incur that expense lets get them some military training in high school. It will build discipline, respect and focus.

This is a video of Russian High School students. My understanding is that this is mandatory training in Russia.

That's what they do in South Korea and Israel and it seems to work fine, but we flat-out can't afford it. Those two countries don't have much choice. They have extremely hostile enemies right on their borders. We don't have anything like that.
