Eyes on target wasn't the issue, they knew fully well what the target was. Did they know at the time the place was rigged by ISIS and they were going to kill the innocents?

So what do we do, send someone into the building looking for booby traps and civilians before a bomb is dropped? It is what it is and these so-called innocents are part of the problem. They allow this crap to happen and do nothing about it because they are either supporters or scared. Sucks to be them I guess.

They knew the building that had been designated by local allies. If there had been American eyes on the ground (forward air controllers...which is a Special Operations occupation), those might have been able to discern that civilians were in the building.
As it was, the targeteers made a presumption that there might have been civilians and selected a weapon that would do limited damage to the building, striking precisely the point of the building where the snipers were reported to be.

One of my uncles is one of those doctors without borders, but he mostly went to the African countries, even he avoids ME, I can tell you that much.

I will say in addition that DWB failed to mark the building as a hospital as specified by the Geneva Conventions. Air crews are trained to look for those markings as the final failsafe to avoid bombing such buildings.
We knew what it was.
