They aren't moving there, they are applying from another state, that's common. with online section 8 applications some people apply in the state they live in and every other state with an open list, I don't see any evidence of them getting vouchers they usually go very quickly to local residents.

I think it might be hard to determine if it was for welfare unless you had data showing what happened to welfare recipients when they moved from one state to another - including the TANF grants in their home state vs the state they moved to. All I'm saying is that in Nevada a family of 3 gets $383 cash a month, unless they have a sofa to land on they are spending every penny of that plus they are selling most of their food stamps just to rent a monthly room in an older motel. They clearly would not be able to move to another state unless they had some kind of assistance from family members, most of them can't afford a bus to move across town.
