I think to be correct in this instance , the U.S. is deciding merely to locate it's embassy in a location already decided upon by those who have the authority as being the capital city.

The U.S. or Trump, as it were, is simply saying "we are going to locate OUR Embassy in the city you've (Israel) already decided upon as your capital city.

So in that context, all Trump is doing is acknowledging a decision already undertaken by others.
