Can the French possibly do anything short of bulldozing the site and then completely rebuilding it from the ground up, as close to original as possible?

Won't be cheap. The design is 800+ years old. But hey, it's Notre Dame.

I'd be willing to contribute to a fund for the reconstruction.

Maybe. It is my understanding that many historic structures in Germany were rebuilt after WW2.

I don't know where the nearest helicopters are but I'm sure France has a few of them that could handle it. As for the water availability, there is a river 100' from the cathedral. The cathedral is also not in the middle of the city, it is surrounded on three sides by open area parks and plazas.
