Should the US government put the interests of US citizens first in a broad general sense? Yes, of course.
Should the US government put the interests of US citizens first in a political matter that occurs overseas? Yes, that's why consular and embassy services exist.
Should the US government put the interests of US citizens first in a natural disaster that occurs in the United States or overseas? No, it should help any human in the disaster area, regardless of citizenship. That's what the United States--and other developed western nations--do, at such times. For example, I understand that right now, both Canada and the US are sending aid to the Bahamas, in the wake of Hurricane Dorian. I doubt that those Bahamians affected are US citizens. But the US is helping, as are other countries. In such a disaster, nobody cares about citizenship, and putting their own citizens first.

It's up to the people of the US to make the decision to personally give to aid groups that will help the Bahamas. The government should not give one dime of tax payer money as long as there remains US citizens in need.

So the Constitution is just cover??? It is the single most important reason that enables a free society. Without it government would have would been farther down the road of over control, and oppression than they are now.
This is a no brainer. American citizens pay the taxes, vote for the politicians, support our society with charity, and all the other things that make our country strong. Our government and political leaders should always put who employs them FIRST. They work solely for the PEOPLE.
Your 2nd paragraph shows you're lying about your thoughts in the 1st. You're one of the people holding the Constitution up as cover.
And non-citizens do everything you listed in your 2nd paragraph, except vote.
Some would say to protect everyone's natural rights, which are God-given, regardless of what country you were born in. Those people should be arguing that America has no moral justification to prioritize citizens over non-citizens. But they won't.
There are natural rights such as the right to protect yourself.
Then why are there laws concerning self protection, self defense, stand your ground? There are conditions; provocation, imminent danger, degree of force, fear, and the courts decide if you had the right to protect yourself based on those things. Even to carry a firearm for protection one must get a carry permit from the state. That doesn't seem too natural to me.

As long as the homeless in democratic controlled cities don't/won't vote the left could care less about them. Now the potential of illegals becoming legal citizens if democrats get into power and voting democratic is way more attractive.

But this country was built on the concept of whoever does it better wins. If immigrants come in and do it better, they will replace citizens who were not good enough, and those citizens will naturally become the losers. Americans don't like losers much, especially not their own, yet will take them over highly productive, low wage immigrants? I don't think so. We know who does most of the complaining here. The same people praising Asians for their outstanding academic performance and wealth but then don't want them taking a majority of slots in the best schools or buying up the land.
Pursuant to the Declaration of Independence, all men have Creator endowed rights that governments were instituted to secure. However, citizens, by consent to be governed, surrender that endowment and have mandatory civic duties that abrogate rights.
So technically, the government serves the non-citizen American national, and the subject citizen serves the government.

Those who might be skeptical of the fact that the Declaration is the underlying foundation of all American law need only check the fact that EVERY STATE CONSTITUTION repeats the premise stated in the Declaration.
