Then why was Trump withholding aid? There are legal routes to work with other countries in coordinated investigations. Barr would have access to those legal routes.

The loan guarantees were to help stabilize the Ukrainian economy with their actual release tied by both the U.S. and the IMF to Ukraine taking additional steps to address corruption (that included but were not limited to a revamp of the prosecutorial and judicial system).
The anti-tank missiles are part of the U.S. effort to assist Ukraine in repelling Russian aggression with its release also tied to Ukraine corruption (I believe, for that detail would need be double-checked? thru that Pentagon certification).
From the 'evidence' that I've seen the allegations that Biden introjected his personal affairs into his 'diplomacy' (firing Shokin to protect his son) is completely unsubstantiated. On the other hand, the allegations that Trump acted for his personal benefit (the 2016 and Biden investigations) appears to have some basis in fact.
And Trump had Barr to do that, no need to hang the promise of aid to the Ukraine to get them to do it. Trump has the whole DOJ at his disposal to look into these matters.
Per the US-Ukraine treaty, Trump is well within his authority to ask Zelensky for the Ukraine's cooperation in investigating Biden's $1 billion bribery.
So, if Vindman and Schiff do not know the whistleblower, how come Vindman cannot answer who else he discussed the phone call with because of outing the whistleblower.
