Though low-IQ Donny may not understand it, Twitter is a private company. They can do whatever it is they want. As much as Trump and his lemmings may think it is, Twitter is in no way shape or form a formal, official gov't outlet.
Twitter can do whatever it wants to with Trump's Twitter account, at any time it wants to do it. And Trump can't do jack squat about it.

But when this is finally over, there will be an independent commission tasked with investigating and producing a full and complete accounting of the nation’s preparedness and response to the coronavirus. Trump must be held accountable for his indifference, criminal negligence, and his failure as president to properly protect and defend this country from a pandemic that has already cost more than 100 thousand American lives.
