If they were turning the criminals over to the official police outside their area, they weren't policing themselves. They should have to figure out a way to deal with murderers, rapists, and pedophiles in their 'autonomous' zone.
Yes, they policed themselves. For lesser infractions, like hard drug use, they expelled the person, and for more serious offences, they turned them over to the official police. The official police did not enter the area unless requested.

The cops should barricade these people in and starve them out. There is no guarantee of international trade with a forcefully taken "autonomous zone". And what are they going to trade internationally when they run out of currency? Women? Bricks?

Camden disbanded their police but doubled the police presence by having county police to handle crime. More cops did the trick according to statistics.
Camden disbanded their police force and formed a new one with a focus on community policing on foot and bikes. Reportedly, it introduced criteria for hires and require officers to knock on doors and introduce themselves to the occupants. Huge emphasis on bringing the community together with barbecues and youth events.
100 officers from the former force were rehired and 300 new hires were made.
Thus far, it seems to be working. Crime declined 50%.
What seems to be working in a city of 75,000 does not mean it could translate as well to a city with millions.
