Most people have no idea that the money collected for Social Security and Medicare goes out almost as fast as it comes in. If you cut payroll taxes, the effects will be felt in a matter of a month or two. Granny's December SS check could take a hit and you don't want her mad at you at Christmas time.
Just cut welfare/public assistance. That isn't an earned benefit as is SS and Medicare.

As Governors are finding out the details --- they are making it clear that this EO is not all it seems to be.
It may take a few days but the shortcomings of this EO will come to light and people will hear about it.
The concept isn't a bad one.
But once again -- Trump is too simple minded and impatient to devise an EO that can't be challenged and that actually is a good compromise and provides a band aid while Congress hashes out the details.
Trump says one thing and the EO says something else.
Legally he has no authority to take this action. It will be overthrown in the courts. All spending bills must initiate in the House. Even Trump should know this. It’s all theatrics for the election.
