Elections are purely a State process not a federal process. The federal government has no power with respect to how elections are conducted by States.
How polling precincts are set up, operated and funded, the times polling precincts may operate, how absentee ballots are issued and collected, the last date to receive mail-in ballots, how ballots are counted, by whom they are counted, the chain of command for reporting counted ballots, and the date when the responsible authority must certify the election results.
Those laws vary from State-to-State because this is a federal republic. For those desiring to live in a unitary State, you may renounce your US citizenship anytime you so desire and I will purchase a plane ticket to a unitary State for you so you may experience it up close and personal.
You may then apply using Form I-495 to enter the diversity visa lottery in the hope of returning to the US at some future date.
This is correct, each individual state sets up their requirements for counting the votes. This is the reason why massive voter fraud is nearly impossible to pull off. I would take a huge effort to pull it off and not get caught.

That doesn't necessarily work for military personnel. Are you seriously suggesting that they should be deprived of their voting rights? How about those who are very elderly or physically handicapped and can't stand in long lines at the polls in person? Should they also lose their voting rights? Mail-in voting has worked well for decades and should be continued. The process has nothing to do with either party.
So the plan, such as it is, appears to be to convince Trumplicans to vote in person rather than mailing in ballots, then going through the courts to stop counting mail-in ballots.
Putting a Trump shill in charge of the USPS to slow down mail delivery was a nice touch.
