What do you imagine Japan did? There have been no lockdowns here. Very little has been done by government compared to many countries. Government can only ask and advise for the most part. It can declare a state of emergency but has no authority to enforce lockdowns.

Mandate masks
Plan how to get vaccines out in masses and support the states
Require a negative Covid test to enter the US

So many simple things Trump could have done to put us in a better place than we are now
You forgot the quarantine for people arriving from overseas of proof of vaccine.
Anyway, that would mean that the attention from Trump’s economic achievements would shift towards different things. Such things were considered by Trump as distractions. That could result in lower ratings at the worst timing: before the approaching elections. The solution was to downplay the crisis: it’s a Chinese made pandemic. Also a democrat hoax. The number of deaths is blown up by doctors because they make more money (yes he said that!) And everything is optional - from wearing masks to social gatherings. Real patriots don’t wear masks!
Still better than "We have it under control" and "We'll be open by Easter".
Biden isn’t honest:
“We’ll have 1 million vaccines per day” and “elect me so I can get covid under control” and “I’ll have 100 million vaccinated but day 100.”
Anyone with a brain understands politicians can’t control covid, but messiah-Biden still ran on that platform and Democrats hedged their bets on a vaccine that’s still not FDA approved nor widely available.
When the projected death count reaches 500K next month, Democrats won’t have Trump left to blame. Just more blood on their hands.
Biden needs his head examined if he thought being president during a pandemic was going to be as easy as creating a task force and mandating masks.
