He's getting the overflow of infections from Trump. One has to look at the new infection rate, not those who were infected and got sick from Trump's lack of a coherent policy.

And guess what. Only a month in and the numbers improved dramatically from 180,376 new infections on January 20th, the day Biden took office, to 69,740 new cases on February 20th. Deaths went from 4,380 on January 20th (or an average average that week of 3,078) to 1,831 on February 20th. Or, putting it another way:

For whatever reason the Trump Admin declined options to acquire more Pfizer vaccines in June. There is a 6 + month lead time between order and delivery.
Politicians tend to over promise and under deliver, especially in election years.
For political gain, Trump created a perception that there would be 100 million vaccines available by year end. His own Admin contradicted him. Reality was there were only 20 million +/- doses available.
On 12/23, the Trump Admin ordered an additional 100 million doses with 80 million to be available by 6/30 and the balance of 7/31.
We will be swimming in vaccine at some point, this summer.
All plans were based upon the Fed gov't LEADING, and being funded by Congress. Also, they were under the belief that the Pandemic Plan on the Federal Level would be followed, that is what the states based their plans on (most the states).
