Gas prices are a dynamic commodity that are very sensitive to world events. They go up, they do down, and often do so completely out of the president's control. However to imply as you are that 89 cents was representative of gas prices during Trump is, well, very lovecrowds of you.

There are a number of hacker groups out of eastern europe, which is not necessarily Russia or government sanctioned.
In my earlier link I posted to the wiki list of major attacks and the one like occurred here have been COMMON and there are dozens if not hundreds of smaller attacks....it's a criminal cash grab.
There is a reasonable chance that this was not a government attack but just ransomware hackers doing what they do and have been doing for a very long time. Generally related to organized crime and thus ties to the local police etc.
