In order to take insurance the doctor/pharmacy has to have a copy of your ID on file. We live in a rural area and outside of our regular doctor (who has our ID on file), we are ALWAYS asked for our ID so they can copy and put in our file. Just as a note, who is to say you are presenting YOUR insurance, not someone you might have stolen their billfold?
ID is required to prevent people from "sharing" their insurance with friends and relatives, as well.

You wouldn't know because you're healthy. I had to show my ID at the family doctor, orthopedic surgeon, neurologist, physical therapist, CVS pharmacy. Each office takes a copy of it and then I don't need to show it again.

Your doctor has a copy of your ID on file. Don't you remember giving it to them on your first visit to that office? Never had a doctor who didn't take a copy of my ID. It'd be weird if they didn't - there are insurance contracts which certainly require positive identification of patients, social security numbers are in play, and fundamentally, we're dealing with a person's health record. If I were running that office, you bet your arse that I'd be requiring positive identification. Not doing so would be sloppy, at best. In fact, you should make SURE that your doctor's office has required your ID. If not, change doctors is my advice.
State laws vary, but regardless of which state you're in, go pick up a prescription for an opioid. I'd bet very good money that you'll be required to show an ID before they'll give it to you.
Kamala is not talking about white rural people here. She is talking about that fringe and possibly mythical demographic of rural black folks from the deep south who are often illiterate, often live without even basic conveniences like running water and electricity and live so far removed from modern society that they don't even realize there's an election going on until the democratic activists show up at their door to harvest their mail in ballots. We must make sure every one of their informed votes count!
Considering an all-in-one printer is about 40 bucks down at the Walmart, I'm guessing 3/4ths of the rural population has their own photo-copying capabilities. Those who don't can borrow their neighbor's.
Rural America is still part of a first-world country, apparently to the chagrin of big-city elitists looking for another group of victims to exploit.
Not to mention, I would think most rural people have cell phones these days. Couldn't that be used to "photo copy"?
